Lynda W. Chapman is a dual professional and has practiced both pharmacy and law. Her practice at Smith & Liss, LLC will be business litigation, real estate litigation, trusts and estates litigations, including special needs trusts. She is also open to the representation of pharmacists, pharmacies, long-term care facilities, particularly in matters related to regulatory and compliance.

Prior to Smith & Liss, LLC, Ms. Chapman served the State of Georgia in the Department of Community Health as an attorney and policy manager focused on regulatory and compliance. She also served as the Agency’s Ethics Officer, Civil Rights Coordinator and had experience with the ADA (Title II). Prior to that, she was an SME in several of the Opioid Litigation matters and reviewed medical records on behalf of national counsel in a series of medical device claims. Prior to that, she was with a mid-size firm that represented the employer/insurer on workers’ compensation claims. And she began her legal career with a boutique firm that specialized in medical malpractice and pharmaceutical products liability litigation.

Ms. Chapman earned her pharmacy degree from Auburn University and is a licensed Registered Pharmacist in the State of Georgia. She earned her law degree from Emory University and has been a member of the Georgia Bar since 1988. More recently, she received her Master’s in Pharmaceutical Outcomes and Policy: Pharmaceutical Regulation from the University of Florida in 2013. Following graduation, she was asked to remain with the program as a teaching assistant to revamp their Pharmaceutical Fraud & Abuse course. Focus was on healthcare fraud and abuse, False Claims Act, Stark Law, Anti-Kickback Statute.

She is admitted to practice before all state courts in Georgia as well as the U.S.D.C. in the Northern District of Georgia. Ms. Chapman was born in Atlanta, Georgia, and lived in Chicago, St. Louis, and Pittsburgh communities as a child. She is the mother to 3 adult sons. Over the years, she has been quite active in the community and has had a number of both elected and appointed positions.
